I'd like to see an architectural approach that leaves the door open for innovation by future developers. MyGov could create a set of cloud-hosted RESTful APIs allowing not just the Federal Government, but other developers building their own apps outside the bounds of federal funding, to access data and perform operations that constituents need in their day-to-day interactions with government.
In terms of infrastructure, this would require datacenters, a common data model, and a good identity solution, which is no small task. But if those pieces are built, then the Federal Government would be in a position of providing a current and functional user experience over many areas, while allowing the myriads of smart and capable developers out there to build websites, mobile applications, and cloud-to-cloud services that take the experience of interacting with the government digitally in directions we can't imagine today.
